In the process, state governments take over the distribution of a commodity it does not want people to drink. While doing so, they promote a taste for foreign liquor at the cost of local business and employment. After all, Scotch is the "country liquor" of Scotland, just as toddy, arrack, mahua, apong, lugdi, handia, and kesar kasturi are native to different Indian regions. If Indians stop drinking, some States, like Kerala, will go bankrupt. Moreover, in states like Gujarat, corruption on account of prohibition is so deeply entrenched that it is practically impossible to lift prohibition. So, the governments seem to say, "abstain from liquor, but abstain within limits!"
